It reads like a declaration of war, but with no named enemy and no battlefield. President Donald Trump’s April 2025 executive order titled “Strengthening and Unleashing America’s Law Enforcement to Pursue Criminals and Protect Innocent Citizens” is written in the language of emergency, where words like “lawless violence” and “injustice” gesture toward chaos while carefully avoiding the word. It offers no data, no thresholds, no limiting principle.
A Tennessee jury cleared three former Memphis police officers Wednesday of all state charges stemming from the fatal beating of a Black motorist that sparked protests across the country two years ago. Tadarrius Bean, Demetrius Haley and Justin Smith were found not guilty of second-degree murder, among other charges, in the death of Tyre Nichols.
1. BLACK UNITY: We believe in Black Unity. The Black Panther Movement is organizing for the Unity of our people in this nation and all over the planet. The Black Panther Movement stands for Unity within the Black Family, Unity with the Black liberation struggle, and Unity inside the Black Community (the Black Nation). We believe “There must be a Black Panther in every Black Household!” BLACK UNITY is BLACK POWER.
2. POLITICAL ACTION: The Black Panther Movement is very politically active, and our politics are the politics of BLACK POWER. The political tactics of our movement are revolutionary, Black Panther politics, are in the mold of BPP legend Huey P. Newton, and the Black Power politics of Stokley (Kwame Ture). Black Power politics are uncompromising and are designed to free us from the wicked rule of our oppressors. Our political ideology is BLACK POWER; also known as BLACK NATIONALISM and PAN AFRICANISM (the doctrine of Garvey, Malcolm, Khallid, Nkrumah, and Sobukwe). Revolutionary Pan-African Nationalism means that 2 billion Blacks worldwide, shall unite, and in every nation throughout the Diaspora, we shall take complete command and control of our people, our resources, and of our political destiny, by any means necessary. BLACK POWER.
3. SPIRITUALITY: Black People, the true chosen people, are of Divine origin. We are the fulfillment of the prophecies of the Bible, the Quran, the Medu-Neter, and other sacred texts and writings. We believe in a Black Liberation Theology, and the righteous values of the original and Indigenous people. The Black Panther movement seeks to clean up the Black Community (the Black Nation) and we shall set a positive example and establish a good code of conduct for our people. “One God, One Aim, One Destiny” is our motto. Black Love , kindness, respect for each other, and service to each other is real BLACK POWER.
4. EDUCATION: We, Black People, the original people, must “Know Thyself” and we must learn the lessons of history. The Black Panther Movement believes our people must be completely re-educated, and we shall unlearn all the lies that the White man has taught us. We must learn and master all subjects critical to nation building and establishing a Nation of our own. We shall be educated in business, and how to “do for self” and conduct trade and manufacturing. We shall be educated in the sciences of technology, construction and engineering, modern medicine, and military warfare. We must be educated in the science of mating and genetics, marriage, motherhood, and fatherhood and raising a family. We must learn how to eat to live. The Black Panther Movement shall organize strongly on the college campuses, in the mold of Stokley Carmichael [Kwame Ture] and, like Attorney Malik Zulu Shabazz [the “student warrior” and disciple of Dr. Khallid], both from Howard University. BLACK POWER.
5.SELF DEFENSE: The Black Panther Party for Self Defense [BPP] was founded upon the principle that Black People must assert their inherent, Divine rights to self-defense and self-preservation. The Black Panther Movement demands of Black people to be well-trained and lawfully armed for self-defense of ourselves, our families, and our nation. We must be in the best physical shape for this liberation fight. Our direct action end to genocide, self-homicide, fratricide and police and brutality. We shall build up a Black Panther Defense Corps for our national defense. SELF DEFENSE OF BLACK PEOPLE is BLACK POWER.
6. JUSTICE: The Black Panther Movement is strongly opposed to injustice and harm being done to Black folks, wherever that injustice occurs. The duty of the Black Panther is to fight and organize against injustices and atrocities being perpetrated against our people. A Black Panther shall be knowledge about the legal rights of our people in dealing with the police and other important legal matters. Justice demands the freedom of all political prisoners from the BPP and BLA and other revolutionary movements. We further demand and organize for an end to mass incarceration and criminalization of Black youth and Black people. BLACK POWER.
7. SELF-DETERMINATION and REPARATIONS: “Up You Mighty Nation, You Can Accomplish What You Will”. is our cry1 Black people shall have self-determination, and we shall take complete control over our lives, our labor, our land, and our destiny. Black people shall have control of our resources, control over the business in our community, and we must have a strong Black economy. Black People must take back our resources, minerals, lands and territories and everything that have been taken from us by this enemy, White man. Black people must have full and complete Reparations and a Nation of our own and we must be willing to achieve our goals, “By Any Means Necessary.”

FIVE (5) DUTIES OF A BLACK PANTHER
The sole purpose of a BLACK PANTHER is to be a Revolutionary in the Black/Afrikan People's liberation struggle and to mobilize the masses towards self determination. In order to accomplish this great and divine mission, he/she must be compelled to be a vanguard example at all times.
1. A Black Panther has a duty to be spiritually, politically, and culturally CONSCIOUS.
2. A Black Panther has a duty to be MILITANT, but is also disciplined, and is to be respectful and courteous to our people, and to demand respect from all people.
3. A Panther is duty bound to always ORGANIZE in the war for the minds and hearts of Black People while carrying oneself in an organized and orderly manner.
4. A Panther is duty bound to be HONEST in thought, deeds, and action, disciplined-willing to sacrifice their lower or personal desires for the greater good of this revolutionary divine mission 5. A Black Panther Movement member is duty bound to KNOW OUR BLACK PANTHER HISTORY and BLACK PANTHER LESSONS so we may be thorough and successful in all of our undertakings, and our mission is to “Raise a Black Panther in every Black household.”


3 PRINCIPLES OF LOCAL ORGANIZING
1. EMPOWER OUR PEOPLE The Black Power Movement is dedicated to principle of empowering our youth and our community. We empower ourselves through our service to our people. We believe in feeding the people. Clothing the people and helping the Black Family who are in need. We empower our people through Black Panther programs, Panther events, by way of study groups, and by learning and spreading the teachings of the Black Panther Movement. We believe in constantly engaging, serving, educating, and teaching our people so that we can create new leaders in our community. BLACK POWER.
2. ORGANIZE OUR PEOPLE: The Black Panther Movement Member is zealously dedicated to the principle of organizing our people for complete liberation. In the cities we live in, we are duty-bound to be the best organizers that can be found. We organize locally to carry out the goals of our 7 Point Black Power Platform. We are organizing to support Black Power, which includes supporting Black businesses, and we are organizing to punish the bloodsuckers of the Black Community (The Black Nation). We organize our people to build a strong local Black Power Movement all over the nation. “Organize, Organize,

DEFEND OUR PEOPLE: A Black Panther Movement member practices the principles self defense to the best of their ability according to the rules and laws of their legal jurisdiction, and the laws of nature and self-preservation. A Black Panther’s further duty is to organize the Black community for general self-defense. Defending Black people also means defending our people against any attacks from any enemy source (ex; abusive police or self-hating Black people). Defending Black People from any type of attack (physical, political, or cultural) means being well prepared well-educated, and in good physical shape at all times. BLACK POWER
